Dr. Theodore Hanley
Medical Director

As a Board-Certified Anesthesiologist with over 25 years of experience at leading hospitals across New York City and most recently as Medical Director of Anesthesia Services at Memorial Hospital Jacksonville, Florida, Dr. Hanley has achieved a unique perspective in healthcare management. He has developed and executed policies for success in the healthcare arena and believes in creating a culture which promotes individual development by fostering innovation and rewarding success.

As Chief of Anesthesiology and Pain Management at Woodhull Medical and Mental Health Center in New York City, Dr. Hanley managed the day-to-day operations of anesthesiology and the perioperative surgical enterprise. He also had financial responsibilities and had an active role as Chair for major hospital committees, such as Operating Room Committee, Anesthesia Operative and Invasive Procedures Committee, Pain Management Committee, as well as the Executive Sponsor of the Perioperative Value Stream Steering Committee. Dr. Hanley has used Lean Methodology and Breakthrough to solve problems that ensure efficient patient flow and improve access in Perioperative Services. He also served as the Co-Chairman of the Anesthesiology Council for New York City Health and Hospitals. During his tenure they advanced universal credentialing for anesthesia and standardization of the anesthesia consent for General MAC and Regional Anesthesia.

Previously as Chief of Anesthesiology at St. Barnabas Hospital in New York City, Dr. Hanley handled the operations for all perioperative services and provided anesthesia services of over 7,000 cases a year. These cases included Level 1 Trauma Neurosurgery, Pediatric Surgery, General Orthopedic and Plastic Surgery and an active Ambulatory Surgery Program. He was also active on all major hospital committees, including the Medical Board, Executive Quality Assurance Committee, and Credentialing Committee.

Using creative, strategic thinking, Dr. Hanley founded and ran River East Anesthesia Practice, a successful anesthesia and pain management group. By offering state-of-the art technology and the latest in diagnostic and therapeutic techniques, River East provided full anesthesia coverage to two major health care facilities, including North General Hospital and Manhattan Psychiatric Center. Under his leadership, River East Anesthesia Practice improved the quality of anesthesia care, reducing the morbidity/mortality and cancellation rate at North General Hospital, where he served as President of the Medical Staff, Chair of the Executive Committee, the Credentials Committee and the Bylaws Committee.

In all of his positions, Dr. Hanley’s goal has been to apply innovation and strategy to create leading-edge healthcare coverage and delivery. He has developed and implemented strategic plans that are consistent with Integrated Health Management initiatives and worked collaboratively with internal and external partners to achieve the business goals of his organization and their affiliates. With excellent interpersonal and communication skills, Dr. Hanley has established strong, reliable relationships in the profession and garnered a reputation for effectively working with all departments. Dr. Hanley was born in St. Kitts is a dual citizen and maintains his license to practice medicine in the U.S. and the Federation of St. Kitts & Nevis.

Dr. Kathleen Allen-Ferdinand
General Medicine

Pride, passion and professionalism govern the life of Dr J Kathleen Allen-Ferdinand, a daughter of the Caribbean and Medical Doctor.

Born on the island of Dominica (Commonwealth of Dominica not Dominican Republic), raised on the island of Montserrat, attended high school on the island of Barbados and then went off to college and university in the United Kingdom. (Yes, another set of islands!)

Kathleen attended the University of Sheffield, Medical School and in 1988 qualified with a Bachelor of Medicine and Surgery (M.B. ChB). Post graduate work was done in the city of Sheffield and the city of Hull in England and at the University of the West Indies, Mona Campus in Kingston, Jamaica. There she worked with Professor Owen Morgan and participated in his work on HTLV 1 infections and the then named Tropical Spastic Paraparesis. It was during her time in Jamaica that her life partner whom she had met at University in 1985 convinced her to apply for a job in St Kitts.Dr. Allen-Ferdinand came to St Kitts in October 1989 and worked as a Medical Officer at the JNF General Hospital, under then Chief Medical Officer, Dr Franklin Lloyd.

In February 1990, Dr. Allen-Ferdinand took two bold steps:one being that she opened the first joint medical private practice on West Independence Square Street with two colleagues, and the second being that she married Emile Ferdinand (the aforementioned partner) and they celebrated their 30th wedding anniversary this year! They are the parents of one son, now 26 years old.

Since then, Dr Allen-Ferdinand has worked at the JNF Hospital in the Department of Medicine, then in community medicine as the Director, Community Health Services, where she became involved in the newly emerging National AIDS Programme. After she left Government service she continued as a private medical practitioner at Medical Associates on Victoria Road, while serving in a voluntary capacity as the Chairperson of the National Advisory Council for HIV/AIDS and the Clinical Care Coordinator for persons living with HIV/AIDS in St Kitts. Her passions in medical practice have always been the promotion of wellness, general medicine, HIV/AIDS advocacy, care, treatment & support and women’s health issues. She has participated in two published research ventures involving HIV and drug addiction. Outside of medicine, her interests have been singing (former member of Liamuiga Folk Singers and St George’s Anglican Choir) and more recently venturing into the Diplomatic World as Honorary Consul to both Finland and Sweden, based in Basseterre, St Kitts-Nevis. She now joins the team at Waters Anchor, as a physician.

Dr. Kevin Foley
Board Member, Neurosurgery & Minimally Invasive Spine Advisor

Dr. Kevin Foley is a professor of neurosurgery, orthopedic surgery, and biomedical engineering at the University of Tennessee Health Science Center in Memphis, Tennessee. He serves as chairman of Semmes Murphey Clinic, director of complex spine surgery at Semmes Murphey, director of the spine fellowship program for the University of Tennessee Department of Neurosurgery, and medical director for the Medical Education & Research Institute.

Dr. Foley received his doctor of medicine degree from the University of California, Los Angeles in 1979. After an internship at Letterman Army Medical Center in San Francisco, he returned to UCLA in 1980 to complete his neurosurgery residency.

Following residency, Dr. Foley served in the United States Army Medical Corps as assistant chief of neurosurgery at Brooke Army Medical Center in San Antonio, Texas, chief of neurosurgery at Tripler Army Medical Center in Honolulu, Hawaii, and chief of neurosurgery as well as chairman of the neurosurgical residency program at Walter Reed Medical Center in Washington, D.C. In 1992, Dr. Foley left the military and joined the Semmes Murphey Clinic and the Department of Neurosurgery at the University of Tennessee Health Science Center.

In addition to a full-time surgery practice, Dr. Foley is actively involved in research in minimally invasive spine surgery, disc regeneration, image-guided spinal surgery, robotics, spinal biomechanics, and neurosurgical outcomes. He has authored more than 35 book chapters and more than 125 scientific journal publications. He is the inventor of many medical devices and biologic products and has been issued more than 150 patents by the US Patent and Trademark Office. Several of his inventions have advanced the field of minimally invasive spine surgery, to include tubular retractors, percutaneous screw fixation using detachable extenders, and tapered and expandable interbody implants. He has lectured at more than 600 scientific meetings and educational workshops and has been a visiting professor and invited lecturer at several universities in the USA and abroad. He serves on the board of directors for several medical device and biologics companies to include Discgenics, LaunchPad Medical, and Triad Life Sciences. In recognition of his achievements, Dr. Foley was honored with the American Association of Neurological Surgeons (AANS) Cushing Award for Technical Excellence and Innovation in Neurosurgery in 2019.

Dr. Ralph Waldo

Ralph Waldo, M.D. graduated from Indiana University with degrees in biology and psychology, following which he received an M.S. in Physiology and Biophysics. In 1999 he obtained his medical degree from Indiana University School of Medicine. Serving as Chief Resident during his final year of residency, Dr. Waldo completed his training in Psychiatry at the University of Cincinnati. At U of C he participated in numerous research projects under the direction of Dr. Paul Keck, who is well known in the field of medical research. Dr. Waldo became Board Certified by the American Board of Psychiatry and Neurology and practiced psychiatry for over four years at two major hospitals in Fort Wayne, Indiana, where he incorporated molecular medicine and biochemistry into his practice. Finding that working in a hospital or large physician group setting was not conducive to his form of practice, he started his own private practice in 2011 utilizing integrative, biochemical, genetic and functional medicine as the basis for his practice.

Dr. Waldo treats children, adolescents and adults using a multidisciplinary approach, including lab testing, to customize and more accurately guide treatment. His emphasis is getting to a patient’s core health issues in order to prevent, slow or stop disease progression. His goal is to eliminate or reduce pharmaceutical medications when possible, and help a patient maintain or return to a healthy state. Dr. Michael Galitzer

Dr. Mark Klaassen

Orthopedic Surgeon Mark Klaassen learned early on what caring for others is all about. The son of missionaries, he grew up in Colombia where the positive impact of helping others was tightly woven into his character. This childhood experience made him fluent in Spanish. He returned home to the U.S. as a 15-year-old to continue his education, culminating in the MD degree he earned from the Indiana University School of Medicine at Notre Dame and the I.U. Medical Center. He completed his orthopedic surgery residency at Lutheran Hospital of Indiana and is a Fellow of the American College of Surgeons and the American Academy of Orthopaedic Surgeons. Dr. Klaassen is an active member of the American Association of Hip and Knee Surgeons. He has been board certified since 1989 by the American Board of Orthopedic Surgeons, currently recertified through 2029.

Throughout his career he has been a mentor to other orthopedic surgeons throughout the U.S. and other countries, providing instruction on advanced orthopedic surgical techniques and procedures – many of which he was instrumental in developing. For example, Dr. Klaassen was a pioneer in advancing the use of the patient’s own autologous platelets to energize the healing process and accelerate recovery following joint replacement surgery. Dr Klaassen participates and volunteers in OpWalk bringing state of the art arthroplasty to the underprivileged with limited access to joint replacement in Central America.

Dr. Klaassen has been an active member of numerous medical organizations including the American Medical Association, the Mennonite Medical Association, the American Orthopaedic Foot & Ankle Society, the American Fracture Association, and the Indiana Orthopaedic Society.

Dr. Andy Redmond
Neurosurgery & Interventional Pain Management Advisor

Dr. Redmond is a Yale University-trained, board-certified neurosurgeon. His medical practice in Texas is comprised of a multidisciplinary team of interventional pain, physical medicine and rehabilitation doctors and neurosurgeons. His active clinical trials include studies of cervical artificial discs and minimally invasive sacroiliac joint fusion. He is currently involved with spinal device development. A partner of the highly acclaimed Texas Spine and Joint Hospital (which has consistently ranked among the best hospitals in Texas), Dr. Redmond serves on its Medical Executive Committee. A native of St. Kitts-Nevis, Dr. Redmond graduated as valedictorian of the Cayon High School. He then worked as a Research Assistant at the St. Kitts Biomedical Research Foundation where he gained a scholarship to pursue studies in the United States. While at Yale University, Dr. Redmond’s research focused on the use of neural progenitor cells and scaffolds in spinal cord injury and on the effects of stress on neurotransmitter and protein changes in the brain.

Dr. Redmond is keenly interested in the advancement of healthcare delivery on St. Kitts-Nevis and the surrounding islands. He was been instrumental in launching the first clinical MRI service on the island in 2015. He is also involved in other local healthcare pursuits.

Dr. Jean-Pierre Mobasser

Dr. Jean-Pierre Mobasser obtained his medical degree from the Medical College of Georgia and completed his residency in neurosurgery and fellowship in complex and minimally invasive spine surgery at the University of Tennessee. Dr. Mobasser moved to Indiana to practice with the former Indianapolis Neurosurgical Group (ING), the predecessor to Goodman Campbell Brain and Spine. Dr. Thierry Hertoghe

Yvonne Townsley, MPT

Yvonne Townsley received her Masters of Physical Therapy (MPT) from Elon University in Elon, NC, in 2000. She received her Bachelor of Arts degree from Purdue University in West Lafayette, IN, in 1996.

Highly experienced in the outpatient and home health settings, Yvonne specializes in orthopedic and manual therapy interventions. Combining her strong clinical skills and her focus on excellent patient care, Yvonne has established a reputation for service excellence.

Yvonne designs a holistic treatment plan for her patients that is unique to their individual needs. Her treatment philosophy is to help empower patients to self-manage their conditions, which she believes is key to long term rehab success.

Yvonne is a member of the APTA and is passionate about education. She has completed extensive
training in Muscle Energy Technique, Mulligan Concept, Vestibular, Strain-Counterstrain, Balance, and Fall Prevention. She is also trained in Myopain Certified Dry Needling.

In addition to learning, she loves to teach and has taken on the role of instructor for courses such as “Standardized Outcome Measures for Rehabilitation Across the Continuum” as well as speaking at community events to educate on the benefits of physical therapy services.
